It didn't. This website is forever a work in progress. There is always room for improvement, and always ways to upgrade web pages to be BETTER. but if you're asking how long it took to make the htmls and the layout and all that, the answer is about 2 weeks.

it is my personal project, a hybrid between a personal website and an archive. I archive all my cool stuff in the archive, and make software in partyOS. HOW DO YOU HAVE AUDIO PLAYING ON YOUR SITE???
I get that question a lot. See, at first, I never knew you could even have autoplaying audio on your site. FR I DIDNT KNOW!! But then I visited ne0nbandit.art and found out how a good dev friend of mine, Jay, got audio on HIS site. I tried what he suggested in his FAQ, but it didnt work for me. I wondered, "how can I host autoplaying audio on my site if neocities doesn't let me put audio on it unless I pay money?" But then I realized, "hey, its code! I CAN DO ANYTHING WITH CODE!!" So I created a Nekoweb page. Nekoweb is just like neocities but smaller and lets you host audio free. Then I put in the link to the audio from Nekoweb on this site along with some code, and BOOM!!
